Dog Eat Dog is timed once you start it (as in going to Dog Town) and having to save the VIP. The VIP is in danger so it makes sense that, if you leave, they'll die. But the phone call is just a heads up, not the start of the actual quest.

This is the walkthrough of Cyberpunk 2077 Phantom Liberty's Dog Eat Dog, the first mission in the expansion. This mission involves getting inside the all-new district of Dogtown in Night City's Pacifica.

You'll need to have completed the Transmission main story quest, which will then lead to you receiving the call from Songbird to begin the Dog Eat Dog mission.

While you will have access to Phantom Liberty after you beat the main crux of the Voodoo Boys story in the main game just…don't do it. I would save it for last out of everything in the game, at least all the major storylines.

Even so, there are a few timed quests in Cyberpunk, including one that could ruin the entirety of the Phantom Liberty DLC. Their rarity actually makes them more dangerous: the player is naturally conditioned to expect the plot will wait for them.

Mostly nope, but there is ONE Phantom Liberty side gig you can lose out on if you don't do it early. Other than that you can only lose them by refusing them or not doing them correctly once you've accepted them.
